Academic

The Academic Officer Task
Force, consisting of the chief academic officers from all fourteen
colleges, is currently working on four projects, focused on sharing
instructional staff, developing a joint marketing program for MCF
schools, and introducing a program that improves the readiness of
incoming students in the areas of science and mathematics.
•
The Teacher Preparation
Program, led by the deans and department heads of the education
programs, is focused on improving the readiness of graduating teachers
who plan to teach in underprivileged school districts across the state
of Michigan. Current projects include developing awareness of MCF
teacher preparation programs across targeted school districts and
improving the teaching skills of future teachers in the areas of science
and mathematics.

MCF, in a unique
collaboration with the University of Michigan, has developed a 3+2
degree program that provides joint bachelor’s
and master’s degrees in information management. Five MCF schools and
representatives of the University of Michigan School of Information
Management have designed and implemented an introductory level class in
information management . This class
represents the first step towards the joint MCF and UM degree program.

Business Process
Redsign (BPR) is a
facilitated methodology for the improvement of processes
vital to the operation of a college or university.
Early BPR Projects
at MCF were conducted by an external consultant whose
fees were funded by grants, to be specifically used for
BPR. Those early projects identified process
improvements whose financial impact totaled $2.3
million.

Energy
In 2006, MCF conducted an
energy use survey with it’s 14 member
colleges. The purpose of this survey was to determine the
current consumption of both gas and electric, as well as the
rates being paid by participating schools. Results of the
survey led to the search and identification of an MCF Preferred
Natural Gas Supplier. MCF entered into an agreement with
Constellation New Energy in 2007 that provides favorable pricing
for MCF
member Schools
and collaboration partners.

EPA Peer Auditing
EPA Peer Auditing is a process
first developed in response to a growing trend by the
EPA(Environmental Protection Agency)
to audit environmental compliance in small to medium size
private colleges on the east coast. The process, now acceptable
to the EPA in Regions 1-5, has been found to be effective in
gaining campus environmental compliance. Experience has also
shown to be cost effective, both in
terms of the cost to conduct audits as well as the removal or
limitation of EPA assessed fines.
The Michigan Colleges
Foundation has chosen to make the EPA Peer Auditing process
available to member institutions who
choose to participate.
Representatives from each
participating school take part in a 3 day training course that
teaches how to conduct the peer audit. Individual school audits
are then scheduled following training. Audits can typically run
from 1-3 days and are conducted by trained auditors. No school
participates in it’s own audit. All
audit findings are documented and reported to the EPA in an
approved format along with identified corrective actions and
timetables.
MCF anticipates the
scheduling of the first training program in the June/July2008
timeframe, followed by the initial audits in the fall of 2008.

IT Shared Services
The concept of Shared IT
Services involves the operation and management of selected
software functionality in a remote facility that provides
networked access to multiple campuses.
A survey conducted in
conjunction with the MCF IT Task indicated an interest by some
member colleges to participate in a shared services pilot
program that would make specific systems functionality available
in a “shared” environment. This MCF initiative is being
offered in conjunction with a group of Ohio schools who have the
same interest in the benefits of IT Shared Services.
At a March, 2008 meeting of
interested campuses from the two states, an initial list of
systems functionality to be piloted from a
remote facility was identified. Attending schools are
currently assessing the cost and benefits associated with their
participation in the Shared IT Services Pilot Program.

this program in the summer of 2008.

Procurement Card
MCF is making a JP Morgan-Chase
Procurement Card available to it’s
member institutions, along with selected collaboration partners.
The card is sponsored by CCCS (Coalition for College Cost
Savings). The CCCS card, now in it’s
3rd year, is available to over 400 colleges and universities in
fifteen states. Card usage in 2007 across all CCCS users
surpassed $32,000,000.
The card comes with no annual fees
and offers a very exciting rebate program to each participating
school.
The most significant
advantage to the procurement card comes with the opportunity to
improve the processes that support the campus procurement
program. Including Accounts Payable,
Purchase Authorization and the placing of the Purchase
Order itself.

Property & Casualty insurance
was one of the top five collaboration priorities set by the
Collaboration Task Force in 2003. A team of interested CFO’s
met with several brokerages recognized for experience in higher
education. The firm of A.J.Gallagher
Company was chosen to lead MCF’s
efforts to provide a group purchase of property and casualty
coverage.
Gallagher performs a
valuable Risk Assessment at interested schools that allows them
to better understand coverage needs and current contracted
coverage.

CHRYSLER
MCF and Chrysler have negotiated a volume discount for the sale
or lease of Daimler-Chrysler vehicles to the 14 MCF institutions
